Job Summary:

The Specialist, Contract Strategic Sourcing is responsible for the application of value analysis principles to negotiate, execute, and maintain the integrity for the contracting process aimed at all clinical and non-clinical supplies, equipment and purchased services as directed, consistent with hospital practices, goals, and standards. This position provides contract oversight within the scope of Supply Chain Management (SCM), including Group Purchasing Organizations/relationships, regional affiliations and/or service agreements and contracts pertaining to clinical and non-clinical products and services.

Job Description:

Strategic Planning

  • The Specialist, Contract Strategic Sourcing will partner with members of SCM to gather, summarize, and prepare recommendations that result in a strong sourcing and contracting structure.
  • Develop contracting strategies that incorporate the basics of contract review and analytics that result in increased contract utilization and product standardization.
  • Develop embedded processes and standardize evaluations to identify, analyze, and implement savings opportunities. Create a consistent roadmap for replication.
  • Implement timely pricing analysis and tracking.

Collaboration

  • Work collaboratively with all members of the SCM team and others as appropriate to ensure that all contract terms and conditions are implemented in the Materials Management Information System (MMIS) and contracts are correctly loaded into contract tracking software.
  • Support and assist in achieving the financial goals and strategic direction for SCM by assisting with the deployment/implementation of strategies related to reduction in supply cost.
  • Willingly accept special projects as assigned. 

Contract Administration

  • Priority one for contracting will include leveraging St. Elizabeth Healthcares GPO relationships for contracting whenever possible.
  • Priority two is to create, negotiate, manage, and facilitate the development of highly competitive contracts for both clinical and non-clinical products, equipment, supplies and purchased services as directed.
  • Develop monthly, quarterly, semi-annual business reviews with the top 30% of vendors.
  • Work collaboratively with the Strategic Sourcing team and others as appropriate to ensure that all contract terms and conditions are thoroughly reviewed prior to final legal review and leadership approval.

Coordination

  • Work collaboratively with the Strategic Sourcing team, Senior Financial Analyst, and others as appropriate to assist with the PowerPoint presentations to the Value Analysis Steering Committee and various Value Analysis (VA) teams. 
  • Act as the catalyst to assemble appropriate parties essential to product and equipment evaluations.

Data Analytics

  • Work collaboratively with the Strategic Sourcing team, Senior Financial Analyst, and others as appropriate to review the analysis of products and services and make recommendations that will aid in decision making and recommendations to VA teams for cost savings initiatives and to validate and track the financial impact of specific initiatives. 
  • Develop utilization and spend data with GPO and other tools.
  • Performs other duties as assigned.

Education, Credentials, Licenses:

  • Bachelors Degree (Business, Finance, I.T., etc.)

Specialized Knowledge: 

  • Contracting/Sourcing background
  • Experience with spend analytics and related software
  • Experience with facilitating projects including creating project plans

Kind and Length of Experience: 

  • 3-5 years reading, interpreting, and writing contracts/agreements
  • 3-5 years of contract negotiations
  • 3-5 years of experience working with Materials Mgt. Information Systems (MMIS) and proficient computer skills in Microsoft Excel, PowerPoint, and project tracking
