The Vice-President, Quality Operations is responsible for designing, developing, and implementing systems and processes which directly improve quality, patient experience, and patient safety programs within the organization. This is done in collaboration with the Chief Clinical Officer and COO dyad leaders. This VP will be responsible for monitoring, prioritizing, and driving improvement projects across the organization as it relates to project execution. This VP also executes measurement to evaluate success of clinical program initiatives and identifies opportunities for improvement. Additionally, this VP supports and collaborates with the Chief Quality Officer and Chief Medical Officer in the planning and engagement of medical staff, nursing staff, and other clinical staff around quality and safety improvement efforts. This VP also serves as the liaison with the executive team to escalate project risks and challenges, monitor and communicate results, and support forward-looking quality management planning.Demonstrates respect, dignity, kindness and empathy in each encounter with all patients, families, visitors and other employees regardless of cultural background.
Job Description:
Organization-Wide Strategy
- Identify and execute projects and initiatives aimed in support of the strategy set by Senior Leadership and the Board.
- Establish business unit metrics regarding service performance and ensures use of the Journey to Excellence (JTE) framework to improve reliability of outcomes
Operations and Regulatory
- Drive consistent application of quality and safety standards across the organization.
- Investigate Patient Safety issues in the organization in collaboration with the appropriate disciplines. Develop and implement Patient Safety best practices in collaboration across the System.
- Direct accreditation and quality-specific regulatory management. Collaborate with Patient Safety & Accreditation lead and other leaders as necessary to attain these accreditations.
- Participate in investigation and follow-through of sentinel events, adverse outcomes, and root cause analyses completion.
- Escalate region-related risk, compliance, and claims challenges to respective system-led functions.
- Coordinate external peer review contracts.
- Prevent, monitor, and investigate infections within St. Elizabeth Healthcare sites by implementing infection control policies, standards and processes. · Reinforce clinical standards set by system leadership.
- Collaborate with Chief Quality Officer to ensure affiliated providers maintain organization quality standards.
- Drive clinical integration and consistent patient experience through episodes of care, as applicable for each individual course of treatment.
Data Management and Reporting
Lead an Analytics team to provide comprehensive picture of strengths and improvement opportunities to clinical and operational leadership.
Provide direction to quality team members around data and data requests. Maintain open communication and work with St. Elizabeth Healthcare entities to provide efficient and coordinated response.
Monitor patient outcomes and adherence to evidence-based practices, including but not limited to core measures, through * 15%
Job Duties Insert * to classify Essential Function % of Time (must total 100%) a standardized set of key performance metrics. · Collaborate with Information Services resources to leverage information technology, including electronic health records, to achieve quality and safety aims.
Establish and generate standard quality, safety and infection reports.
Management in Collaboration with the Vice President of Medical Services for Quality Improvement and Patient Experience
- Lead and manage a portfolio of improvement initiatives simultaneously, including monitoring progress, tracking benefits and outcomes, retiring completed projects, and escalating issues or roadblocks as appropriate.
- Leverage core organizational methodologies and tools in approaching improvement projects and in leading improvement teams.
- Coordinate with other system leaders prioritization of improvement projects with the most need. · Manage and deploy resources within the quality improvement function to support and execute multiple improvement projects concurrently across the organization.
- Establish patient complaint process. · Ensure system-wide compliance with quality (e.g., CMS), patient safety (e.g., accreditation) and infection control (e.g., Joint Commission) expectations.
- Establish targets for clinical outcomes.
- Deliver on clinical goals and targets.
People Leadership Responsibilities
- Lead/Manage quality and safety personnel regionally and locally, including holistic performance management process (e.g., reviews, disciplinary action, firing, etc.).
- Support engagement of medical staff, nursing staff, and other clinical and administrative staff as necessary.
- Assist, participate and lead in medical staff performance improvement activities that are aligned with organization-wide activities.
- Supervise recruiting, hiring, on-boarding and meeting educational needs of quality division.
Education, Credentials, Licenses:
- Masters Degree: MBA/MHA/other related field
- Bachelors Degree in process or quality improvement or similar related field
- Certification in general improvement sciences (e.g., Lean, Six Sigma, etc.)
- Experience leading multiple departments engaged in complex projects or initiatives concurrently across functions or facilities
Specialized Knowledge:
- Proven experience in the implementation and sustainability of process improvement models (e.g. PDSA, LEAN, etc.)
- Demonstrated ability to expand an organizations capability through leader development
- Expertise and experience in analytics, benchmarking, and data modeling
- Adaptable communication abilities to message appropriately to a variety of audiences with a varying range of knowledge and focused expertise
- Project Management / Change Management
Kind and Length of Experience:
- 5 years experience in a system level leadership role
- 10 years experience leading/managing multiple complex projects or initiatives
- 5 years experience in healthcare organization
- Held positions that require collaborative leadership style to drive change, integration, transparency, and alignment
